The
Department approves intercountry adoptions and provides technical assistance to
families wishing to adopt children from other countries. Illinois ranks ninth
in the nation in the volume of intercountry adoptions. The leading countries of
origin include Russia, Korea, Paraguay, China and the Philippines.
