Interagency Committee on Employees with Disabilities

Welcome to the website of the Interagency Committee on Employees with Disabilities (ICED), which serves to support state employees with disabilities and state agencies who have disability-related questions. ICED was created by statute to promote access, independence, and opportunity for state employees with disabilities. Co-chaired by the Department of Human Rights and the Departments of Human Services, the Committee has five agency members and four employee members appointed by the Governor. The five statutory agency members are the Departments of Human Rights, Human Services, Central Management Services, Veterans Affairs, and the Civil Service Commission. In addition, ICED has the following standing committee members: the Deaf and Hard of Hearing Commission, U of I Division of Specialized Care for Children, the Office of the Secretary of State, the Department of Employment Security, and the Council on Developmental Disabilities. State employees with disabilities who are interested in being appointed to the Committee can go to the website, http://appointments.illinois.gov , to nominate themselves for consideration by the Governor.

The Committee serves as a resource to state agencies on disability matters and state employees on issues of concern. The Committee's monthly meetings are open to the public. To attend a meeting, consult the Meeting Schedule on this website, or call, write, fax, or e-mail the Committee.

ICED 2016 Awards Ceremony

2016 ICED Awards CeremonyICED 2016 Awards Ceremony, which is free and open to the public, is scheduled for May 11, 2016, at 1:30 p.m. at the Illinois State Library, 300 S. Second Street in Springfield. Governor Rauner will open the ceremony and present some of the awards to state agencies for hiring people with disabilities in 2015. ICED Co-Chairs Rocco J. Claps and James Dimas, will serve as Masters of Ceremony for the event. This year, for the first time, Constitutional Members, including the Lieutenant Governor, and the State Treasurer who have joined the Committee as a result of new legislation, will participate in the event. State Treasurer Michael Frerichs will be honored for his employment of interns with disabilities. Special features of the ceremony this year include a performance by the Illinois School for the Visually Impaired choir and a tour of the State Library talking book program. State Sponsors Jobs Seminar for People with Disabilities

As a person with a disability, would you like to be considered for a state job? Then, you and anyone interested in jobs for people with disabilities will want to sign on to a computer webinar providing information about the state's Successful Disability Opportunities Program. The webinar will feature Jaci DeBrun, of the Department of Central Management Services (DCMS), whose agency's administers the program, and Alicia Rentmeister of the Department of Human Services' Division of Rehabilitation Services (Rehabilitation Services). Ms. DeBrun will discuss state jobs and how to apply for them. Ms. Rentmeister will talk about becoming a customer of Rehabilitation Services and the assistance her agency can provide people with disabilities. The program is scheduled for Tuesday, March 22, 2016 at 9 a.m. It's free, but you must sign on to a computer to participate. The sign-on procedures will be sent out to those who register. Tommy Saunders, DHS, State Employee of the Year, Governor Bruce RaunerGovernor Bruce Rauner Presents ICED Awards at May 19, 2015 Ceremony

Governor Bruce Rauner addressed an audience of over 100 individuals assembled for the ICED Awards Ceremony on May 19, 2015 at the Historic Preservation Agency in Springfield. The Governor stressed the importance of independence and opportunity for all people in the State, including people with disabilities. Governor Rauner presented awards to the Sickle Cell Assocition of Illinois, the NonProfit of the Year, Autonomy Works, the Business of the Year, Kris Smith, of the Department of Human Services, the Dan Dickerson Advocate of the Year, Lisa Williams, of The Tollway, the State Agency of the Year, and Tommy Saunders, the State Employee of the Year. In addition nine agencies that participated in the Successful Disability (SD) Opportunities Program were honored with certificates presented by Governor Rauner. The ceremony also featured a performance from Illinois School for the Deaf students, a panel discussion on the SD program, a Disability Quote activity, and exhibits from the Illinois Technology Assistance Program and the Illinois State Library Talking Book Program. ICED Held Successful Webinar on March 24, 2014
ICED presented a webinar on March 24, 2014 regarding employment rights. The speakers included: ICED Co-Chair and Department of Human Rights' Director Rocco J. Claps, Raquel Weisberg, Staff Attorney, Equip for Equality, and Sue Masten, Department of Human Services, moderator. Ms. Weisberg reviewed the rights of employees with disabilities under the Americans with Disabilities Act and the Illinois Human Rights Act. Questions were taken and answered by Ms. Weisberg. Final Report on Best Practices For the Employment of People with Disabilities In State Government
This report highlights best practices of nine states that promote the hiring, retention, and advancement of individuals with disabilities in state government jobs. The United States Equal Employment Opportunity Commission (EEOC) is issuing this report as part of the agency's efforts in support a comprehensive strategy for the full integration of people with disabilities into all aspects of America's social and economic life.

In a continuing effort to increasing employment opportunities for people with disabilities, the ICED has added the Employment Resources section to this website. This section provides publications, training materials and resources for employees and employers in an effort to increase awareness of the benefits of hiring people with disabilities, and to facilitate the use of effective strategies.
