Interagency Committee on Employees with Disabilities

The Interagency Committee on Employees with Disabilities (ICED) was created by statute to address the needs of state employees with Disabilities. Co-chaired by the Department of Human Rights and the Departments of Human Services, the Committee has five agency members and four employee members appointed by the Governor. The five statutory agency members are the Departments of Human Rights, Human Services, Central Management Services, Veterans Affairs, and the Civil Service Commission. In addition, ICED has the following standing committee members: the Deaf and Hard of Hearing Commission, U of I Division of Specialized Care for Children, the Department of Transportation, and the Department of Children and Family Services.

The Committee serves as a resource to state agencies on disability matters and state employees on issues of concern. The Committee's monthly meetings are open to the public. For information about scheduled meetings or upcoming events, an individual can call, write, or e-mail the Committee.

Governor Quinn Signs Laws To Reduce Disability Parking Abuse
New Laws Increase Penalties for Unauthorized Use of Handicap Placards
Two new laws will help crack down on unauthorized use of handicap parking placards. House Bill 5624 increases fine for unauthorized use to $600 (up from $500), and doubles the fine for creating or possessing fraudulent disability plates or using a genuine disability placard in the absence of the authorized holder ($1000, up from $500). The new law also imposes an initial fine of $1000 on a physician or other specified healthcare professional who knowingly falsifies a certification.

House Bill 5056 establishes tougher penalties for the improper use of a deceased person's handicap placard. The law makes the new offense a Class A misdemeanor with a minimum fine of $2,500 and mandatory revocation of the offender's driving privileges. It also raises the fine for a second conviction of misuse of a disability placard from $750 to $1000 and allows the Secretary of State to suspend or revoke driving privileges.

2012 AWARDS CEREMONY
On April 25, ICED hosted its annual awards event to recognize a state employee, state agencies, non-profit groups and businesses for their support of employees with disabilities, and for promoting a greater awareness of disability issues. Final Report on Best Practices For the Employment of People with Disabilities In State Government
This report highlights best practices of nine states that promote the hiring, retention, and advancement of individuals with disabilities in state government jobs. The United States Equal Employment Opportunity Commission (EEOC) is issuing this report as part of the agency's efforts in support a comprehensive strategy for the full integration of people with disabilities into all aspects of America's social and economic life.
