Our Mission

 

We help lead change in Illinois so all people with developmental disabilities exercise their right to equal opportunity and freedom.

 

Five Year Plan

 

Our investments and initiatives are based on the five-year plan, established by the Council, to ensure that people with developmental disabilities and their families have a part in the design of and access to culturally competent services, supports and other assistance and opportunities that promote independence, productivity and integration and inclusion into the community.

Below is the Council's current Five Year State Plan that was approved by the Administration on Developmental Disabilities on November 15, 2011.

STATE PLAN
November 15, 2011

GOAL 1:
The Illinois service systems are rebalanced so that people with developmental disabilities have the supports they need to lead full lives in their communities.

Performance Target 1:
People with developmental disabilities have a choice where to live that is affordable, accessible and visitable via the use of 4 alternative housing options.

Performance Target 2:
Systemic/funding changes facilitate an additional 1500 people with developmental disabilities obtaining supports needed for community living.

Performance Target 3:
Illinois Council on Developmental Disabilities coordinates/collaborates with other state agencies to achieve 3 new or enhanced service provisions.

Performance Target 4:
Illinois Council on Developmental Disabilities initiates and/or collaborates in resolving 10 identified emerging issues to improve systems for people with developmental disabilities.

Performance Target 5:
Across life stages, 100 people with developmental disabilities have flexible services and supports that align with their personal needs and desires.

Goal 2:
Illinois’ culture sees people with developmental disabilities as people leading lives like others in their communities.

Performance Target 1:
Three communities develop local resources and adapt to provide full access to municipal, civic, social, spiritual and typical daily life for people with developmental disabilities.

Performance Target 2:
There is statewide health system(s) that has/have the capacity to provide quality health care to 300 people with developmental disabilities.

Performance Target 3:
Three local and/or regional planning groups or transportation providers improve transportation services so that people with developmental disabilities have affordable, accessible, and timely transportation to the places of their choice.

Performance Target 4:
Quality inclusive and developmentally appropriate childcare is available to 125 children with special needs from birth through preschool.

Performance Target 5:
Three postsecondary educational programs support people with developmental disabilities in academic programs of their choice.

Performance Target 6:
Illinois society is respectful of people with developmental disabilities in direct interactions and in media references and portrayals with 500,000 people trained or reached by awareness campaigns/media.

Goal 3:
People with developmental disabilities of working age are supported to build personal assets through employment aligned with personal choice.

Performance Target 1:
Five systematized partnerships are developed among vocational training programs, businesses, business organizations, state agencies, and school districts if appropriate which coordinate use of resources to increase community based employment opportunities for people with developmental disabilities.

Performance Target 2:
Five policies and resources shift to support the expectation that all people with developmental disabilities of working age will be supported in a meaningful community job or be self-employed.

Performance Target 3:
Two hundred businesses experience the benefits of hiring , people with developmental disabilities.

Goal 4:
The lives and inclusion of people with developmental disabilities are a conscious part of discussion in the public sphere.

Performance Target 1:
A statewide self-advocacy organization/network, governed by people with developmental disabilities advocates for systems change on 3 issues.

Performance Target 2:
Fifty people with developmental disabilities are trained and supported leaders who bring the valued voice of people with developmental disabilities to 4 regional or statewide coalitions.

Performance Target 3:
Twenty five policymakers are educated strategically on issues of importance to people with developmental disabilities.
