"Confinement" means isolating a child or youth in a restricted area away from other children or staff as their behavior poses a threat of physical harm to self or others. "Confinement" does not include restricting a child to an unlocked room in a foster home, relative home or day care home for a reasonable period of time (commonly known as "timeout"). (R 331)
