"License applicant" means, for purposes of background checks, the operator or person with direct responsibility for daily operation of the facility to be licensed. (Section 4.4 of the Child Care Act of 1969) (R 385, 402, 403, 404, 405, 406, 408, 410)
"License applicant" means those individuals, corporations, or other legal entities who have applied for a license from the Department of Children and Family Services. (R 401)
