"Misrepresentation of the costs of services" means the actual costs to provide a service are intentionally inflated to produce a larger billing or payment than one is entitled to for the services provided. "Misrepresentation of the cost of services" may include deliberately understating the cost of providing services in order to gain advantage in a competitive bidding situation. (R 331)
