"Misrepresentation of services" means that services to a person served by either the Department or a purchase of service provider are reported as having been provided when they have not been provided or they were provided for a period or under conditions other than those reported. Such misrepresentation may occur in reports to the Department, the courts, auditors or others acting on behalf of the Department. (R 331)
