"Residential facility" means any facility in which one or more children for whom the Department of Children and Family Services is legally responsible are housed, whether or not that facility is located within the State of Illinois, including but not limited to group homes, child care institutions, inpatient mental health facilities, including those operated by the Illinois Department of Mental Health and Developmental Disabilities. Facilities operated by the Illinois Department of Corrections are not residential facilities, as defined in this Part. (R 325)
