"Restraint" as used in Part 331, means the use of physical contact or force, characterized by arm or body holds to physically restrict a child or youth and to protect him/her from injuring self or others. Physical restraint may only be used as an intervention when a child is a threat of physical harm to self or others. "Restraint" or "physical restraint" is further defined in 89 Ill. Adm. Code 384 (Discipline and Behavior Management in Child Care Facilities). (R 331)
