"SEI Protocol" means the document Substance Exposed Infants and Their Families - A Protocol for Clinical Practice and Collaborative Intervention (DCFS March, 1996), and includes the "SAF/SEI Practice Guide" and the "SAF/SEI Guide to Risk Factors." (PG 99.13)
