"Sexually aggressive behavior" involves sexual activity between two or more children that includes one or more of the children having "power" over the other child or children. This power imbalance may be due to age, size, position, physical and/or mental capacity, etc. Sexual aggression involves sexual activities such as fondling, frottage (bumping, touching, or rubbing against others for sexual satisfaction), and penetration. "Sexually aggressive behavior" may include the use of bribery, trickery, coercion, force, or weapons. (R 331)
