Substance exposed infant (SEI)

"Substance exposed infant" (SEI) means a subset of substance affected families where an infant whose blood, urine, or meconium at birth contained any amount of a controlled substance, as defined by Section 102 of the Illinois Controlled Substance Act, or a metabolite of a controlled substance (except for medicine administered to the mother or newborn).
