seeks to amend BASSET certificate requirement

The Illinois Liquor Control Commission is requesting the Joint Committee on Administrative Rules (JCAR) to amend an Illinois public health rule by reducing the mandatory training hours required to receive a Beverage Alcohol Sellers and Server Education and Training (BASSET) certificate. The Illinois Liquor Control Commission mandates minimum training standards to be met by certifying agencies who issue BASSET certificates to alcoholic beverage sellers and servers. Many local jurisdictions and corporate businesses mandate server training prior to obtaining a liquor license.
Due to enhancements in instruction methods since the original passage of the rules for BASSET certification, the ILCC has determined that BASSET certification instructors can thoroughly teach a course in responsible alcohol sales and service in 4 hours for on-premises license personnel and 3 hours for off-premises sales personnel. The current minimum time period for instruction is 6 hours (4 hours for in house programs).
The Commission has set a deadline of October 31, 2008 for the submission of comments on this BASSET certification rule amendment.
